Developers enrolled in the program can access the latest builds by either visiting the Apple Developer Center or updating their Macs to the newest beta software. For public users, beta versions are normally made available through the Apple Beta Software Program after the developer versions are released.
Release candidate versions are usually the last stage of the beta-testing cycle before a release, and it's not unheard of for there to be more than one release candidate issued for testing. In this case, the updates to macOS Monterey 12.7.1 and macOS Ventura 13.6.1 are on their third RC build.
The third RC build of macOS Monterey 12.7.1 is number 21G920. The third RC build of macOS Ventura 13.6.1 is number 22G313.
While Apple is not actively developing new features for its older operating systems, the updates usually consist of security fixes and enabling compatibility with new software or hardware.
