From the release notes:

What's New in Version 3.0

Remote is simpler and easier with new ways to browse your library and see and edit upcoming songs with Up Next. A redesigned experience for the iPad shows all the songs in an album with the Expanded view and a more powerful search delivers results as you type.

iOS device owners who don't own Macs received an upgrade to the Windows-centric iCloud Control Panel, now at version 2.0, which comes with various fixes and a slightly revamped UI. Windows Vista SP2 or Windows 7 is required for the download, and it is unclear if the program supports Microsoft's latest Windows 8 operating system.

This article is inaccurate. iCloud Control Panel version 2.1 was the most recent Windows version released yesterday. It brings support to Windows 8 according to the release notes from Apple Software Update. http://support.apple.com/kb/DL1455
