When iOS 27 and the rest arrive in September, Apple will not be including Siri AI or the new Apple Intelligence for users in the EU. The Digital Markets Act is being blamed.

When Apple first revealed Apple Intelligence in 2024, it shared that the DMA would prevent its immediate rollout to the EU. It did eventually arrive via iOS 18.4 in March 2025.

Now, EU users will have to deal with a similar delay in rollout for the new Siri AI and improved Apple Foundation Models. Apple shared the news during the WWDC keynote and expanded upon it afterwards in a press release.

"We're deeply disappointed that our EU users won't have Siri AI on iPhone or iPad when we share our new software releases later this year," said Craig Federighi, Apple's senior vice president of Software Engineering. "Our hope is to eventually bring Siri AI to the EU, and we will continue to engage with EU regulators on a path forward."

"However, their refusal to engage constructively on solutions that preserve privacy and security means we do not currently have a timeline for Siri AI's availability on iOS and iPadOS in the EU."

The list of features not coming include:

  • New Siri app
  • Expanded Visual Intelligence
  • Integrated Writing Tools
  • Siri Mode in Camera

The previous version of Siri and Apple Intelligence will still be accessible in the OS 27 systems for EU users. Developers located in the EU won't be able to test or use the new Siri AI features or tools for their apps.

Apple says that the EU regulators' "extreme interpretation" of the DMA would require Apple to hand over deep, system-wide access to any AI provider. Apple's AI is private by design and guarantees user privacy and security, while others do not.

Apparently, the European Commission denied any attempt Apple made to roll out the new AI features over an 18-month period. There is even a new Trusted System Agent feature Apple attempted to introduce as an intermediary for third-party agents, but that was also denied.

It seems that Apple and the EU are at a stalemate. It could be some time, if ever, before EU users get the new AI features.
